ចំនួនខេត្តខ្មែរបុរាណបាត់បង់ទៅសៀម

ពាក់ព័ន្ធទៅនឹងការបាត់បង់ដីខ្មែរទៅសៀម ចាប់តាំងពីសតវត្សទី១៣មក ឬក្រោយនេះបន្តិច ពីសតវត្សទី១៥-១៦ មានអ្នកស្រាវជ្រាវខ្លះបានទទួលស្គាល់ថា ព្រះរាជាណាចក្រកម្ពុជា បានបាត់បង់ត្រឹមតែ១១-១២ខេត្ត ប៉ុណ្ណោះ ។ ខេត្តទាំងនោះគឺ : ខេត្ត ស៊ីសាកេត (ខុខ័ន្ទ), សុរិន្ទ្រ (សង្គៈ) នគររាជសីមា, បុរីរម្យ, ស្រះកែវ, បច្ចឹមបុរី, (ស្ទឹងជ្រៅ) អ៊ូប៊ុន, ខនកែន, ច័ន្ទបុរី, ត្រាច (ត្រាត), ធនបុរី និងអាយុធ្យា ។
ការបាត់បង់នេះ គឺដោយសារតែការចាញ់សង្គ្រាមវាតទីពីសំណាក់ស្តេចសៀម ដែលមានបំណងត្របាក់យកទឹកដីខ្មែរធ្វើជាទឹកដីខ្លួន ឬក៏ជួនកាលមានមហិច្ឆិតាយកប្រទេសខ្មែរ ធ្វើជាប្រទេសចំណុះ ដើម្បីទប់ទល់នឹងឥទ្ធិពលវៀតណាមលើខ្មែរ ។ លើកលែងតែករណីក្បត់មួយពីរតែប៉ុណ្ណោះ ។
ខេត្តខ្មែរបុរាណទាំងនោះត្រូវបានបាត់បង់ជាបន្តបន្ទាប់ទៅសៀម ដូចដែលទើបពោលនៅសម័យក្រោយពីសម័យអង្គរ ។ ក៏ប៉ុន្តែដោយមានភស្តុតាងប្រវត្តិសាស្ត្រជាច្រើនឥតប្រកែកបាន ឲ្យដឹងថា បណ្តាខេត្តថៃផ្សេងៗ ឯមួយចំនួនក៏ធ្លាប់ជាអតីតទឹកដីរបស់ខ្មែរដែរ ចាប់តាំងពីការកកើតព្រះរាជាណាចក្រខ្មែរមកម្ល៉េះ ទោះបីជាព្រះរាជពង្សាវតារខ្មែរ មិនបានកត់ត្រាក្តី ។ នេះជាអ្វីមួយដែលតម្រូវឲ្យមានការបកស្រាយអំពីវិសាលភាពនៃ ភូមិសាស្ត្រជាប្រវត្តិសាស្ត្ររបស់ប្រជាជនខ្មែរ ហើយបំពេញបន្ថែមចន្លោះខ្វះខាតទាំងឡាយដែលអាចធ្វើទៅបាន ។
តើមានខេត្តណាខ្លះទៀតដែលត្រូវបានបាត់បង់លើថៃ រវាងសតវត្ស១៣ និង១៦ ទោះជាមានកាលបរិច្ឆេទខុសគ្នាក្តី ពីព្រោះយន្តការវាតទីនិយមត្រូវបានអនុវត្តឡើងដោយសន្សឹមៗ ដូចរូបភាពបណ្តាញនៃសំណាញ់សំបុកពីងពាង ។

ជាបឋមប្រវត្តិវិទូដែលសិក្សាពីប្រវត្តិសាស្ត្រនៃប្រទេសកម្ពុជា ចាត់ទុកស្របគ្នាថា ជនជាតិថៃជាអន្តប្រវេសន៍ ដែលបានកសាងព្រះរាជាណាចក្ររបស់ខ្លួនលើទឹកដីខ្មែរបុរាណ គឺខេត្តសុខោទ័យ ក្នុងដំណាក់កាលដំបូងបង្អស់ ហើយមិនយូរប៉ុន្មាន ក៏បានវាតទីទៅដល់អាណាខេត្តនានារបស់ខ្មែរទៀត គឺខេត្តអយុធ្យា និង លពបុរី ជាដើម ។ តែមិនបានបញ្ជាក់អំពីឈ្មោះនៃខេត្តទាំងនោះ ក្នុងការសិក្សារបស់គេឡើយ ដោយហេតុថា បញ្ហាសាំញុំ ហើយមួយវិញទៀតឈ្មោះនៃខេត្តខ្មែរដែលស្ថិតក្នុងព្រះរាជាណាចក្រ បច្ចុប្បន្នក៏ពុំត្រូវបានគូសបញ្ជាក់ដោយសិលាចារឹកដែរ លើកលែងតែករណីខ្លះដែលឈ្មោះនៃទីក្រុងចំនួនតូច ដែលត្រូវបានចារលើផ្ទាំងសិលាចារឹក ព្រះខាន់ក្នុងរជ្ជកាលរបស់ព្រះបាទជ័យវរ្ម័នទី៧ ។ ចំពោះបញ្ហានេះយើងនឹងពិនិត្យនៅពេលបន្តិចទៀត ។
យើងគិតថា ជាការប្រសើរជាង បើយើងចាត់ទុកថា យើងពុំដឹងអំពីឈ្មោះពិតរបស់អតីតខេត្តនានា របស់ខ្មែរក្នុងប្រទេសថៃបច្ចុប្បន្ន ដែលត្រូវបានបាត់បង់ទៅហើយនោះទេ ហើយឈ្មោះដែលត្រូវបានផ្លាស់ប្តូរ ឬបង្កើតឡើងថ្មីរវាងសតវត្សទី១៤-១៨ គឺត្រូវបានធ្វើឡើងតាមការវិវត្តិរបស់សង្គមជាតិថៃ ក្នុងឋានៈជារដ្ឋឯករាជ្យថ្មីមួយ ។
តែទោះជាយ៉ាងណាក៏ដោយក៏តឹកតាងខាងបុរាណវិទ្យា ដូចជាប្រាង្គប្រាសាទជាដើម ជាពិសេសសិលាចារឹកបង្ហាញថា ក្នុងអាណាខេត្តបច្ចុប្បន្ន ការស្នងរាជ្យរបស់មហាក្សត្រខ្មែរត្រូវបានបន្តពីសម័យមុនអង្គរដោយ មិនស្រាកស្រាន្តមុនផែនដីថៃត្រូវបានផ្តាច់ចេញពីចក្រភពកម្ពុជទេស រីឯជនជាតិថៃដើមកំណើតខ្មែរតែងរស់នៅលើទឹកដីរបស់ខ្លួនរហូតដល់សតវត្ស ទី២១នេះ ដូចករណីខេត្តអ៊ូប៊ុន, ស៊ីសាកេត, បុរីរម្យ, សុរិន្ទ្រ, ស្រះកែវ, បច្ចឹមបុរី និងច័ន្ទបុរីជាដើម ។ ដូច្នេះយើងត្រូវតែទទួលស្គាល់ថា មិនមែនមានត្រឹមតែខេត្ត១១-១២ ទេ ដែលព្រះរាជាណាចក្រកម្ពុជា បានបាត់ទៅលើព្រះរាជាណាចក្រថៃតែប៉ុណ្ណោះ ។
ចំពោះយើង ប្រវត្តិវិទូផ្សេងទៀតត្រូវគិតថា ខេត្តដែលបាត់បង់ពិតនោះ រួមមានខេត្តមួយចំនួនទៀតផង ។
នៅភូមិភាគខាងជើងឆៀងខាងកើតនៃទីក្រុងបាងកកយើងឃើញមានខេត្ត : នគនផានុំ, សាគននគន, ណងខៃ, លើយ, បុរីរម្យ, នគររាជសីមា (ពិមាឃ), ស៊ីសាកេត, សុរិន្ទ្រ, អ៊ូប៊ុន, រយអេត, យសោថន, មុខតាហាន, ឧត្តនថានី, ជ័យភូមិ, មហាសារខាំ, កាឡាស៊ីន និង ខនកែន ។
សូមកត់សម្គាល់ថា លើកលែងតែខេត្តលើយ និងមុខតាហានចេញ ដែលយើងពុំបានទៅដល់ ហើយពុំដឹងថា មានវប្បធម៌បុរាណខ្មែរនៅទីនោះដែរឬអត់ ។ ចំណែកខេត្តផ្សេងៗទៀត សុទ្ធសឹងតែបានបន្សល់ទុកនូវប្រាង្គប្រាសាទខ្មែរ ឬក៏ស្លាកស្នាមវប្បធម៌ខ្មែរផ្សេងៗដូចជាចម្លាក់ និង សិលាចារឹកជាដើម ដែលមានចំនួនយ៉ាងក្រាសក្រែលគួរឲ្យចាប់អារម្មណ៍ ។
ទាក់ទិនទៅនឹងភូមិភាគខាងត្បូង សូមរំលឹកថា តំបន់នៅនគរស្រីធម្មរាជ, សុរាតថានី ប៉ាក្តាលុង សុងក្លា, យ៉ាឡា, ជាដើម ដែលស្ថិតក្នុងភូមិភាគខាងត្បូងនៃប្រទេសសៀមបច្ចុប្បន្ន សុទ្ធសឹងតែមានមនុស្សខ្មែររស់នៅរហូតដល់សតវត្សទី១៧ ដោយហេតុថា ស្ថិតក្នុងព្រំប្រទល់នៃដែនដីខ្មែរ គឺអាណាចក្រភ្នំ និងចេនឡា ។
តាមរយៈកំណត់ហេតុចាស់ៗរបស់ចិន យើងដឹងទៀតថា ភូមិភាគកណ្តាលនៃប្រទេសថៃវិញ ក៏ដូច្នេះដែរ ដោយហេតុថា តំបន់នេះឈ្មោះតំបន់ដីក្រហម (សៀនឡូ) ។

ផែនទីនៃ ព្រះរាជាណាចក្រកម្ពុជាដំបូង ហ្វូណន ឬនគរភ្នំ (ម.ត ១៩៩៣) និង ផែនទីនៃសម័យមហានគររបស់ព្រះបាទនរោត្តមសីហនុ នាស.វទី ១២ បោះពុម្ពនៅឆ្នាំ ១៩៦៦ (Cf. Les avaleurs des terres khmeres, Kamboja, 1966)

សូមជម្រាបផងដែរថា សិលាចារឹកខ្លះក្នុងភូមិភាគកណ្តាល និងភូមិភាគខាងត្បូងនៃប្រទេសថៃបច្ចុប្បន្នសុទ្ធសឹងតែត្រូវបានចារ ឡើងជាភាសាមន ទន្ទឹមគ្នានិងសិលាចារឹកខ្មែរ ។ សិលាចារឹកដំបូង ដែលសរសេរជាភាសាមនមានលក្ខណៈខ្លីៗ ហើយប្រហែលជានៅស.វទី៧-៨ តែប៉ុណ្ណោះ ហើយគ្មានបង្ហាញតឹកតាងអ្វីសោះ ក្រៅពីថា ប្រជាពលករក្នុងតំបន់នោះគោរពព្រះពុទ្ធសាសនាភាគច្រើន ហើយដែលគេធ្លាប់ស្គាល់ថា ជាមនទ្វារវតី ។
ក៏ប៉ុន្តែ ទោះជាយ៉ាងនេះក្តីបើយោងតាមការស្រាវជ្រាវថ្មី ក៏គ្មានតឹកតាងណាមួយជាក់ច្បាស់ដែលបញ្ជាក់ថា ទ្វារវតី គឺជារាជធានី ឬក៏ជារដ្ឋឯករាជរបស់មនឡើយ តែជាមជ្ឈមណ្ឌលវប្បធម៌បែបពុទ្ធនិយមដ៏រុងរឿងថ្កើងថ្កានអស្ចារ្យ ដែលបានរីកដុះដាល នៅលើទឹកដីតែមួយជាមួយនឹងទឹកដីខ្មែរ គឺខេត្តលវោ ឬលពបុរីបច្ចុប្បន្ន ។ គប្បីរំលឹកឡើងផងដែរថា តាមរឿងដំណាលខ្មែរមួយ ស្រីនគរលវោ មានរូបឆោមល្អ ហើយឆើតឆាយណាស់ ។
ដូចដែលយើងបានពោលរួច ខេត្តខ្មែរនេះធ្លាប់មានទំនាក់ទំនងខាងវប្បធម៌យ៉ាងជិតស្និតជាមួយ អង្គរបុរី ឬវ្យាធបុរៈ ហើយឈ្មោះរបស់ខេត្តនោះត្រូវបានគូសបញ្ជាក់ក្នុងសិលាចារឹកនា សម័យអង្គរមួយ គឺសិលាចារឹក K 18 តម្កល់សព្វថ្ងៃនៅសារមន្ទីរជាតិភ្នំពេញ ។
ទំព័រប្រវត្តិសាស្ត្របានឲ្យដឹងថា ភូមិភាគកណ្តាលនេះជាភាគមួយនៃចក្រភពនគរភ្នំ និងចេនឡា ហើយក៏មិនមែនជាទឹកដីរបស់មនដែរ ។ ផ្ទុយពីការអះអាងរបស់អ្នកប្រវត្តិវិទូថៃ តំបន់នេះ គឺពិតជាទឹកដីរបស់ខ្មែរមែន តាំងពីដើមមក ។
ជាការពិតណាស់ មុនសតវត្សទី១៣ តំបន់់ភូមិភាគកណ្តាលជាពិសេស នៅខេត្តអយុធ្យានៃប្រទេសថៃបច្ចុប្បន្នពុំទាន់មានវត្តមានរបស់ជន ជាតិថៃនៅឡើយទេ ហើយស្ថានភាពនេះក៏ដូចជានៅតំបន់ភូមិភាគឥសាន និងខាងត្បូងផងដែរ ហើយភាសាថៃក៏ពុំទាន់ត្រូវគេប្រើប្រាស់នៅឡើយដែរ ដោយអ្នកម្ចាស់ស្រុក ។
បើនិយាយអំពីជាតិពន្ធុវិទ្យា មានតែខ្មែរ និងកុលសម្ព័ន្ធមន-ខ្មែរ តែប៉ុណ្ណោះដែលរស់នៅ ។ នៅកន្លែងខ្លះក៏មានជនជាតិមនរស់នៅដែរ នៅភូមិភាគខាងជើង ដូចជានៅហរិបុណ្យជាដើម រហូតនៅសតវត្សទី១២-១៣ ។ ភាពខុសគ្នារវាងខ្មែរ និងមន គឺវិស័យសាសនាដែលធ្វើឲ្យសិល្បៈវប្បធម៌របស់ពួកគេមានលក្ខណៈខុសពី ខ្មែរ ។

សិលាចារឹករបស់ព្រះបាទស្រីមហេន្ទ្រវរ្ម័ន នៅខេត្តស្រះកែវ (Ka 387) និង សិលាចារឹកវត្តស្រះឈូក (Ka 110) ឆ្នាំ ៩៨៨ នៃមហាសករាជ ត្រូវជា ១០៦៦ នៃគ.ស សរសេរជាភាសារខ្មែរ បាលី និង សំស្រ្គឹត (ឯកសារនាយកដ្ឋានវិចិត្រសិល្បះថៃ)

លោកជីវតាក្វាន់ បានឲ្យដឹងថា នៅឆ្នាំ១២៩៦ ពួកសៀម ឬសៀននៅភាគនិរតីអង្គរ ពោល គឺនៅម្តុំអយុធ្យាបានបើកការវាយលុកទីក្រុងអង្គរលើកទីមួយ ដូចដែលព្រះរាជពង្សាវតារខ្មែរបានលើកឡើងដែរ ហើយនៅរវាងឆ្នាំ១៣៥៣ - ១៣៥៧ អង្គរត្រូវធ្លាក់ក្នុងកណ្តាប់ដៃសៀម ។
ទោះជាយ៉ាងណាក៏ដោយ ព្រះរាជពង្សាវតារបានបន្តទៀតថា ក្រោយមកបន្តិចក្នុងរាជស្តេចស្រីសុរិយោវង្ស អង្គរក៏ត្រូវរំដោះបានវិញ ។ យើងក៏ដឹងទៀតថា ទ័ពសៀមមិនបានឲ្យខ្មែរសុខទេ ព្រោះថា មិនយូរប៉ុន្មានទេសៀមវាយលុកហើយកាន់កាប់អង្គរម្តងទៀត ។
ច្បាប់ពង្សាវតារបាននិយាយបន្តទៀតថា លើកនេះក៏ដូចលើកមុនៗ ស្តេចខ្មែរ គឺព្រះបាទពញាយ៉ាតបានរំដោះព្រះរាជនគរឲ្យរួចផុតពីបច្ចា មិត្រ ហើយដើម្បីជៀសផុតពីការទន្ទ្រានមិនស្រាកស្រាន្ត ពីសំណាក់សៀមមកពីអាយុធ្យា ទ្រង់ក៏បង្ខំព្រះកាយយាងចាកចេញពីព្រះរាជធានី យាងមកកាន់តំបន់ស្រីសន្ធរនៅឆ្នាំ១៣៨៨ ។ ព្រឹត្តការណ៍ខាងលើនេះ គឺជាទីបញ្ចប់ ឬអវសាននៃសម័យអង្គរដែលធ្លាប់តែរុងរឿងថ្កើនថ្កាន ។

ភស្តុតាងមួយចំនួនធំ គឺសិលាចារឹកដងរែក ក៏បានគូសបញ្ជាក់អំពីការកាន់កាប់ទឹកដីនេះចាប់តាំងពីចុងសតវត្សទី៦ រហូតដល់សម័យអង្គរដែរ ដែលរួមមានសិលាចារឹករបស់ព្រះបាទភវវរ្ម័នទី១ និងព្រះបាទមហេន្ទ្រវរ្ម័ន នាសម័យមុនអង្គរ ។ ចំពោះសិលាចារឹកមុនអង្គរទាំងនោះ គេឃើញសិលាចារឹក K 364, K 1173 និង K 1174 នៅចម្ប៉ាសាក់ K 122 នៅក្រចេះ K 515 នៅនគររាជសីមា, K 116 និង K 720 នៅស្ទឹងត្រែង K 508, K 509 និង K 496 នៅអ៊ូប៊ុន Ka 76 នៅបុរីរម្យ K 979 នៅស្រីទេព K 213 នៅបាត់ដំបង K 969 នៅតាប្រាយា ខេត្តស្រះកែវ K 377 នៅសុរិន្ទ្រ និង K 1102 នៅខនកែន ។

ទន្ទឹមនឹងនេះ ប្រភពត្រូវដឹងដែរថា សិលាចារឹកក៏ជាអំណះអំណាងសំខាន់បំផុត ដែលបញ្ជាក់ថា ទឹកដីនៃប្រទេសលាវ ថៃ និងខ្មែរបច្ចុប្បន្ន គឺជាទឹកដីតែមួយ ដែលគ្រប់គ្រងដោយស្តេចខ្មែរ ដែលមានសាងសង់យ៉ាងច្បាស់លាស់ ។ ឧទាហរណ៍នៅសិលាចារឹក K 479 នៅស្រីទេព ខេត្តពេជ្រប៊ុន យើងដឹងថា ព្រះបាទភវវរ្ម័នគឺជាព្រះរាជបុត្រារបស់ប្រធិវិន្ទវរ្ម័ន និងជាព្រះរាជនត្តារបស់ ចក្រវតិ័ន សិលាចារឹក K 508 បានឲ្យដឹងថា ព្រះបាទមហេន្ទ្រវរ្ម័ន ចូលសោយរាជមាននាមថា ចិត្រាសេន គឺជាបងប្អូនគ្នាជាមួយ នឹងព្រះបាទភវវរ្ម័ន ដែលត្រូវជាបុត្រារបស់ព្រះបាទវីរវរ្ម័ន និងជាព្រះរាជនត្តារបស់សាវ៌ភោម ។ រីឯសិលាចារឹក K 1173 បានបញ្ជាក់ថា ព្រះនាមឪពុកមារបស់ព្រះបាទចិត្រសេន មហេន្ទ្រវរ្ម័ន មានព្រះនាមថា ស្រីក្រតានតបាស ។
និរន្តភាពនៃការគ្រប់គ្រងឬ ជាអ្វីមួយដែលគេហៅថាអំណាចនយោបាយរបស់ខ្មែរនៅប្រទេសថៃនាជំនាន់ នោះ ក៏ត្រូវបានបន្តរហូតដល់សម័យអង្គរ ដូចការរកឃើញសិលាចារឹកមួយចំនួនជាឧទាហរណ៍ស្រាប់ ។
ក្នុងចំណោមសិលាចារឹកខ្មែរនាសម័យអង្គរ នៅភូមិភាគឥសាន នៃប្រទេសថៃវិញ មានសិលាចារឹក Ka 77 មួយនៅខេត្តសគននគន ដែលគួរឲ្យចាប់អារម្មណ៍ជាងគេ ព្រោះបានផ្តល់នូវពាក្យវិភាន ឬពិតាន ជាលើកដំបូងបង្អស់នៅឆ្នាំ ៩៨៨ ស.ក ដែលត្រូវនឹងឆ្នាំ ១០៦៦ នៃគ.ស ។
ភូមិភាគនៃប្រទេសថៃបច្ចុប្បន្ន ជាពិសេសនៅខេត្តនគរសវ័ន (នគរសួគ៌) ខាងជើងខេត្តលពបុរី ក៏បានបង្ហាញជាប្រយោលនូវវត្តមានរបស់ខ្មែរតាមសិលាចារឹកដែរ ដូចករណីសិលាចារឹក K 966 ជាភាសាបាលី និងខ្មែរនៅឆ្នាំ១១៦៧ នៃគ.ស ជាដើម ។

ភស្តុតាងបុរាណវិទ្យាបញ្ជាក់យ៉ាងច្បាស់ថា វិសាលភាពនៃដែនដីខ្មែរអង្គរគឺជាលទ្ធផលនៃការបង្រួបបង្រួមជាតិខ្មែរ ជាច្រើនជំនាន់ ហើយត្រូវធ្វើឡើងជាបន្តបន្ទាប់ដោយឆ្លងកាត់ច្រើនដំណាក់កាលនៃកាល ប្បវត្តិ ពោលគឺ មិនមែនជាការឈ្លានពានខ្មែរទៅលើជនជាតិផ្សេងដែរ ។ ខាងលើនេះគឺជាសច្ចៈភាពនៃប្រវត្តិសាស្ត្រ ។

ដូចព្រះរាជាណាចក្រកម្ពុជាដែរ ព្រះរាជាណាចក្រថៃបច្ចុប្បន្ន គឺជាការផ្គុំឡើងដោយការច្របាច់ចូលគ្នានូវអាណាខេត្តខ្មែរទាំងឡាយ ទាំងធំទាំងតូច ដែលប្រជាជនខ្មែរបានបាត់បង់ជាបន្តបន្ទាប់ក្នុងយន្តការនៃ ប្រវត្តិសាស្ត្រ ។ ព្រឹត្តការណ៍នេះបានកើតឡើងក្រោយពីការលេចធ្លោឡើងរដ្ឋសៀម ដំបូងបង្អស់នៅសុខោទ័យ ។ ដូច្នេះអាចធ្វើឲ្យគេសន្និដ្ឋានអំពីប្រភពមន-ខ្មែរ ចំពោះសម្មិទ្ធិផលសង្គមវប្បធម៌នាសម័យបុរេប្រវត្តិសាស្ត្រ និងខ្មែនាសម័យប្រវត្តិសាស្ត្រ ពោលគឺសតវត្សរ៍ទី១ ដល់សតវត្សរ៍ទី១៣ - ១៤ ។
ជារួម គេអាចឈ្វេងយល់ពីការបាត់បង់នៃទឹកដីខ្មែរដ៏ធំធេងនេះយ៉ាង ត្រឹមត្រូវ ជាបន្តបន្ទាប់តាមវឌ្ឍនាការនៃប្រវត្តិសាស្ត្រ ដោយមានបុរាណវិទ្យាជាភស្តុតាងឥតប្រកែកបាន ។
តែទោះយ៉ាងនេះក្តី យើងនៅមិនទាន់អាចកំណត់ចំនួនខេត្តខ្មែរទាំងនោះយ៉ាងប្រាកដបាននៅឡើយ ពីព្រោះតាមពិតទៅ ក្រោយពីការដណ្តើមបានខេត្តបុរាណទាំងនោះ អាជ្ញាធរសៀមរមែងតែផ្លាស់ប្តូរឈ្មោះជានិច្ច ។ ដូច្នេះ យើងអាចដឹងឈ្មោះបាន ប្រាកដនៃឈ្មោះខេត្តណាមួយបានជាស្ថាពរ លុះត្រាតែមានចំណារលើថ្ម ឬកំណត់ហេតុផ្សេងៗ ដែលយើងអាចផ្ទៀងផ្ទាត់យ៉ាងត្រឹមត្រូវហ្មត់ចត់ ។

សំខាន់ជាងនេះទៀត ទម្រង់លក្ខណៈព្រមទាំងឈ្មោះរបស់ខេត្តខ្មែរបុរាណទាំងនោះត្រូវគេ ផ្លាស់ប្តូរដោយសមស្របតាមការអភិវឌ្ឍន៍ ឬទំនើបកម្មតាមដំណាក់កាលនីមួយៗនៃប្រវត្តិសាស្ត្រ គឺមានការបង្កើតខេត្តថ្មី ថែមទៀតផងដូចប្រទេសខ្មែរនាសម័យទំនើបអញ្ចឹង ។

Vaccination for Baby Girl in 45 Days!

....45 days have been gone with my daughter age to get the vaccination. Daddy heard baby girl crying for a short moment and left by sleeping in a car and daddy on the way drive back home. Since this daddy working day, daddy hurry to go back the office with one and a half hour late. "This was not a big deal" since early of that day was a TB training session" conducted from Alliance. Arrived home, baby girl is taken a pile "paracetamol" to prevent from getting high temper. "Her mother was taken care". As daddy, I was looking and given a warm kiss "just like to give strong to baby girl" who need a strong support of the emotionally.

I am sure it must having any different feeling between you are single and daddy role. All of these come to be huge responsibility to make anything happen among happiness and fun! Will we live on the Moon and on other planets?

Living on the Moon is possible, but with no air, no food and no water, it would take a lot of effort. Other planets might have air and water – or we could even make air and water on them – but we’d have to get there first. So while we could live on other planets, you’d have to ask yourself: is it worth the bother?

So what’s the big deal with living on other planets?

Well, basically the problem is that humans can’t live just anywhere, and most places are no good for us. Mars and the Moon included.
Why not? Why is it so difficult?

Because life on earth has spent the last 4.5 billion years adapting to survive on this particular planet. So take the results (the plants, animals or people) somewhere that’s not Earth, and the chances are we’ll have problems.
What kind of problems?

Let me give you a few examples. Our flimsy bodies evolved under the pressure of the atmosphere, and are influenced by the exact pulling power of Earth’s gravity. Stick us somewhere with too little pressure, and we explode. Too much, and we implode. Gravity too strong? We can’t move. Gravity too weak? Our muscles waste away.

Then there’s the temperature and the breathable atmosphere. Human beings have to maintain a body temperature of around 37°C to stay healthy. At just a few degrees higher or lower, we die of hypothermia (being too cold) or hyperthermia (being too hot). We also need to breathe oxygen – but if the air contains too little or too much, we die of hypoxia or oxygen toxicity.

Wow! I didn’t realize what a bunch of weenies we were. So we need good air, gravity and nice weather?

Right.

So how does the Moon measure up? Or Mars?

Not well, I’m afraid. You wouldn’t want to hold a party on either. The Moon has no atmosphere at all, and we can only describe the atmosphere on Mars as ‘bad’ (about 96% poisonous carbon dioxide). On top of that, Mars has a third of the surface gravity of Earth, and temperatures range from chilly 20°C down to a lethal –140°C. As for the Moon, that has six times less surface gravity, and temperatures go from an insanely hot 130°C down to an insanely cold –170°C. Not exactly what you’d call prime holiday destinations.

What about other planets? Can’t we just find one the same as Earth, and go there?

We’re already doing the first part. The search for Earthlike planets has been on for some time now. NASA’s Kepler satellite will orbit the Sun for four years as it studies distant stars for signs of Earth-like planets nearby. This will be followed by the Terrestrial Planet Finder – a huge telescope built in Space for a similar purpose. There’s a good chance we’ll find an Earth-like planet with one of these. Getting there, though, may be the more difficult part.

Why’s that? Would it be too far away?

Basically, yes. Even the closest planet outside our solar system would take hundreds of years to get to, so unless we develop much, much faster spacecraft, we’re stranded for the time being. If we were desperate to leave Earth, we could reach other planets within our solar system, like Mars, and try to build ourselves an artificial Earth-like environment. Perhaps the first few pioneers could build a survival station or dome, to be enlarged by later arrivals. But even that wouldn’t be easy. Aside from the distance (Mars is still over 48 million miles away, and it’d take nine months to get there), you’d have a major problem with the weight of the spacecraft. Just loading up the people plus enough fuel and food and water supplies for the round trip would make the craft too heavy to launch. And that’s without the building materials for the dome.

So we couldn’t even make it to Mars?

Well, we might be able to get around this by building the craft in space, or using the water and carbon dioxide on Mars to make methane fuel for the return trip. But the main thing is – if it’s so much effort to get there and make it liveable, then is it really worth going at all? The same goes for other, more distant planets – only more so, as they’d be even harder to get to.

What do you think?

I’d say right now, it isn’t worth it. But if conditions on Earth were to change – like if it became too overpopulated, too polluted, or too hot to live on – then maybe it would. Hopefully by then we’ll have figured out the transport problem, too, so it won’t take months or years to get there.

But for now, at least, I think I’ll stay at home. Besides – there’s a good film on telly tonight...

I was thinking the name for my daughter after she is delivered around August this year. Well..I just log in the various website and found some interested German baby girl names such as Elyse from the original of German meaning of noble and Addie same original from German and its meaning of sweet or pleasant; of the nobility. I found also the meaning of charming for baby girl names, say Crace. Not much to follow the Cambodia baby girl names, one of my prefer among the other I would like to give her which can say Botum and that mean a princess. Oh sh*t… I do not know if my wife will going to love these name.

What am I doing and rush to find names for my daughter which she just being three months and a half of pregnancy at the moment.

But somehow to I should give the name to my daughter familiar to my nine months old son. Here is his picture in the last two month.

1. Une revue qui s’inscrit dans le cadre de la Commission de relance et de la raréfaction des subventions

1. La crise mondiale a frappé le Cambodge sur trois des quatre piliers de sa croissance (textile, tourisme, construction), mais les principaux indicateurs macro-économiques et sociaux ont continué leur progression. De 0.1% en 2009, la croissance économique devrait se situer à environ 5% en 2010.
2. L’AFD au Cambodge représente aujourd’hui 17 ans de coopération et 140 millions d’euros d’engagements.
3. La revue du portefeuille 2010 s’inscrit dans le cadre de la Commission de relance de la relation franco-cambodgienne, instaurée suite à la visite du Premier Ministre Hun Sen à Paris en juillet 2009.
4. Depuis 2005, l’intervention de l’aide publique française est gouvernée par un Document Cadre de Partenariat (DCP), qui a défini trois secteurs de concentration principaux : l’agriculture, l’environnement et la santé. En 2009, lors de la revue conjointe de portefeuille et dans un contexte de crise mondiale, l’environnement a été remplacé par l’appui au secteur productif en soutien à la croissance.
5. Cette nouvelle orientation stratégique, ainsi que la raréfaction des subventions, conduisent l’AFD à privilégier le développement de prêts sans garantie de l’Etat (non souverains) au secteur public ou privé.

2. Une année 2009 marquée par une réorientation

Au-delà de la mise en œuvre des projets en cours et de l’initiative d’accélération des décaissements, l’année 2009 a été marquée par une réorientation vers l’appui au secteur productif en soutien à la croissance et l’instruction de projets non-souverains. Un nouveau document stratégique a été élaboré et partagé avec le Ministère de l’économie et des finances.

En 2009, 13.8 millions d’euros ont été décaissés (8.8 M€ AFD, 5 M€ Proparco). Proparco, la filiale d’appui au secteur privé de l’AFD, a octroyé un prêt à Golden Rice ainsi qu’à Acleda. L’AFD a financé un projet pilote de micro-assurance santé à destination du secteur textile.

Les enseignements de la revue 2009 ont été rappelés et figurent en annexe dans le MoU de la revue 2009.

3. Une mise en œuvre des projets en progrès

Secteur de l’agriculture et de l’environnement

Deux projets sont achevés (Hévéaculture familiale, Appui à la politique sectorielle agricole), quatre projets sont en cours de mise en œuvre (AT MoWRAM, PADAC, NWISP, Cardamones).

Principales réalisations:
- Préparation en cours du document cadre de stratégie nationale en matière de développement de l’agriculture pluviale
- Plan de gestion du massif des Cardamones
- Politique de gestion participative de l’irrigation et de maintenance des périmètres irrigués

Principaux enjeux à venir :
- Décaissement du projet d’AT au MAFF et au MoWRAM d’ici mi-2010
- Vision partagée du gouvernement sur le massif des Cardamomes
- Finalisation de l’avenant à la convention NWISP

Secteur de la santé
Deux projets sont en cours de mise en œuvre (Programme santé, Micro-assurance dans le secteur textile).

Principaux enjeux à venir :
- Poursuite du processus de contractualisation interne
- Amélioration de la qualité des soins, de l’accessibilité des familles au programme de micro-assurance santé Sky et du développement d’un cadre règlementaire de la micro-assurance
- Mise en place de la branche santé de la protection sociale
- Accroissement des synergies avec la micro-assurance santé

Secteur du développement urbain

Quatre projets sont en cours de mise en œuvre (Marché de Phsar Thmey, Développement urbain de Siem Reap, Station de traitement de Chruoy Chang War, Niroth).

Principales réalisations :
- Avancement des travaux du marché de Psar Thmey
- Contrat des travaux prioritaires et étude du schéma directeur de Siem Reap en cours
- Achèvement de la convention Chruoy Chang War
- Marché de supervision des travaux et d’appui à la MO attribué, Attribution du marché travaux en cours pour la station de Niroth

Principaux enjeux à venir :
- Report de la Date Limite de Versement des Fonds sur le projet Psar Thmey.

Secteur du développement commercial

Dans le cadre du Programme de Renforcement des Capacités Commerciales (PRCC) de l’AFD, trois projets sont en cours de mise en œuvre (Appui Commission du film, Textile 2, Indications Géographiques).

Principales réalisations:
- Création d’un bureau IG au sein du Ministère du Commerce et d’un secrétariat IG composé de représentants du Ministère du Commerce et du Ministère de l’agriculture
- Rédaction d’un texte de loi sur les IG
- Création des IG poivre de Kampot et sucre de palme de Kampong Speu.
- Publication du sous-décret sur la certification du caoutchouc

Principaux enjeux :
- Adoption de la loi sur les IG
- Pérennisation de Better Factories Cambodia (BFC) après achèvement du projet AFD fin 2010

L’instruction par l’AFD d’un projet IG régional pourrait assurer la transition avec le projet IG national.

4. Un accent mis sur les prêts non-souverains, d’autres outils à mieux exploiter

L’AFD a différents outils à sa disposition, qui méritent, pour certains, d’être d’avantage exploités :

4.1 Les prêts non-souverains bonifiés au secteur public (entreprises et banques publiques, collectivités locales), ou privé (groupement d’entreprises, banques commerciales) s’ils répondent à un besoin de service public, ou présentent des caractéristiques environnementales ou sociales fortes.

Quatre projets en cours d’instruction : Formation professionnelle textile, Ligne de crédits riziers, Hévéaculture familiale Mondolkiri, Eclairage public Phnom Penh.

Pistes futures envisagées : Formation professionnelle (tourisme), Agriculture (Irrigation, Banque de Développement Rurale, maraichage, plantations industrielles), Infrastructures (petits centres d’adduction eau urbaine, aménagement de zones touristiques, financement à Electricité du Cambodge, transports, port de Sihanoukville, délégation de service public pas les municipalités comme les décharges), Secteur financier (microfinance, microassurance, prêts étudiants)…

4.2 Les prêts au secteur privé non bonifiés de Proparco
4.3 Les Fonds d’Etude et de Renforcement des Capacités (FERC) : étude irrigation privée, appui à Camfeba, Formation professionnelle tourisme…
4.4 Programme de Renforcement des Capacités Commerciales (PRCC) pour des appuis de renforcement de capacité plus importants que les FERC, en accompagnement de projets non souverains (ex. appui ligne de crédit rizier)
4.5 Les garanties Ariz
4.6 La production intellectuelle (envisagés) : aménagement du Cambodge périphérique, Effets économiques d’un programme d’appui aux riziers et bilan avantage-couts de la bonification)
4.7 Les outils de formation : le CEFEB (centre de formation de l’AFD)

En conclusion, une coopération plus innovante

L’intervention de l’AFD continue à s’inscrire et à venir en appui aux politiques nationales. A ce titre, le dialogue avec l’Etat restera au cœur des relations franco-cambodgiennes.

Compte tenu des besoins d’investissements du Cambodge, la réorientation vers des prêts non-souverains peut constituer une opportunité d’accroitre les volumes d’aide et de créer de nouveaux partenariats, tout en maintenant une présence dans un secteur traditionnel de coopération, l’agriculture.

La principale difficulté consiste à trouver des structures fiables et disposant d’une capacité de remboursement. Ces deux critères peuvent se construire ou se renforcer, avec l’aide de l’Etat et du FERC. Une remontée des besoins et une désignation d’interlocuteurs par l’Etat, est indispensable à la construction d’un portefeuille de projets à moyen terme.

La contribution de l’Etat cambodgien, institutionnelle et financière, est indispensable à la mise en œuvre des projets non-souverains, ainsi qu’à leur insertion et contribution aux politiques publiques.

La perspective d’effectuer des prêts souverains continue d’être étudiée mais est liée aux critères de soutenabilité de la dette du FMI.

La discussion prospective a :
- confirmé des demandes d’appui pour les associations de producteurs (maraichage, indications géographiques…), de distributeurs d’eau, d’écotourisme, et de manière plus générale, de structuration des associations professionnelles (Camfeba)
- exprimé des demandes d’expertises (tourisme, assurance agricole, laboratoire national agricole)
- demandé la diffusion d’un guide sur les prêts non souverains,
- la BDR a souhaité une collaboration avec l’AFD,
- mis en évidence des synergies possibles avec l’URDSE

L’AFD avec ses partenaires examinera ces demandes et les appuis possibles.

Pina Colada

Pina Colada recipe

3 oz light rum (I replaced with Jin London or Barcadi)
3 tbsp coconut cream ( I replaced with milk)
3 tbsp crushed pineapples (I replaced with orange juice)

Old-style recipe for this popular drink. The coconut cream needs to have the right consistancy, some find the alternative, coconut milk to be too thin, however you can add condensed milk to coconut milk to bring up it's thickness. Add pineapple juice if desired.

The way I shake about a minute

The way it looks like called Pina colada of my own recipe. While the original recipe as mentioned above has replaced to my original recipe that mixed as becoming the same name called Pina Colada. You know, I have replaced as comprised with the orange juice and milk instead of coconut and Pineapple. Anyway, it still call the name Pina Colada. Nice and sweet hmmm...!

I put aim on my second hand desk with small office box just like container since i've recently move from NRML Program office premises to display at this EU teams office within totally 4 people in one small minor place. Sometimes, I didn't feel comfortable with lots of sound and noisy while focusing work as less concentration whereas sometime i feel having lots comments and ideas sharing among new EU colleages. This is just fine what I have to accept and to adapt with people surrounded.

Last few weeks till moment ago, of course, I've got many work to do. Kinda have over work in charge in our differents countries portfolio. As I am a desk officer on Aid Coordination with Denmark. Recently having a high level bilateral consulations between RGC and RG of Denmark on Development Cooperation. Let me remark it down a bit regarding Denmark Aid in term of Program/Projects for Cambodia. Having known that during the high level meeting yesterday, it is remark that The Danish suport currently consists of programmes concerning Natural Resource Management and Livelihood, Human Right and Good Governance and Private Sector Development. Furthermore, Danish delegation confirmed that the disbursment for 2009 was planned to be 90 million Danish Kroner, equalling 15 million US$. Denmark was planning to support Human Rights and Good Governance (HRGG) in Cambodia through a second phase of the existing HRGG programme in 2009.

The meaning of life is the experiences that people shall understand. Meaning of life is unlimited to determine the way how people though. In a suggestion toward the meaning of life when people are willing to make sure what need to be done rather than supposing to do what the imaginary seem to be. The different meaning of life is also depending on different meaning of people point of view. They have their own view to determine of its meaning. Regarding to the family point of view, to determine what the life, it is about to create happiness in a whole family environment, to make it confidents between husband and wife, truth together, loyalty and honest between as a team. Although, based on a younger generation would set to the other approach, when they are getting a perfect experience for having great deal to live with proper partner who understand together such the emotions, the same in characteristics, the same in every moment of activities they wishing for as well as in term of the condition of love affaires and heart stuff.

In Cambodia society, most of younger Cambodian generation is trying to adapt a western country where we can see every moment new further difference from the traditional Khmer. They are mostly would say that a life is considered as a modern life style. It is almost forget the meaning of Khmer traditional even just now where people do enjoy and understand exactly of its meaning between life and love. Moreover, they are the only one who can navigate on their own decision. Although, some love’s point of view is set as a huge meaning in order to realize that a life is popular produced. The youth for a time determine love by understanding a feeling direct to a partner and believing whatever consequences is struggling to fight with the impossible things. Let say that in according with a youth point of view in current perspective. “Life is too short, what we have to do is to try to chase times to get feedback in order to compensate this times by having such a great happy time and happiness in living together with fun, joy, happiness etc”.

For a moment of time when youth determined exactly the meaning of life, it does not care whether it is lack of things or whatever they are pretending to make a deal. Of course they are trying to adapt in every happy time period, save for let to imagine sooner or later what to expect that the result shall come after. Therefore, referring to its meaning why the writer is too much concerned, it is about to understand the experience of life when it is just had happened linking between the past, the present and the future outcome.

People growth up is already understood a meaning of life while other didn’t; the life is very deeply meaning for everyone. Life can determine by two things, one for outside appearances while others for inside appearances. This is what the future is very far to predict how to conclude the life revolutionize. Therefore, we can not see it for sure, but on the other hand, we can arrange it by familiar know. It is means that the future will become soon for clearly seems when the present day is the best dealing with everyday moment. Thus, it is important to understand a link between perspectives time of the pass confront within a current and future perception.

In others opinion articulated that, life is too short but how do they are fully understand for a truly meaning why it is really too short. According to the Wikipedia ‘Life mean to different thing to different people[1]. The meaning is about every people point of view with to the different things when people are willing to determine what exactly should like to be mentioned. Sometime they are thinking a life meaning to set on their own point of view while others having different judgment when life is on their own hand to organize the future arrangement.

Besides, a meaning of life is about to learn, learn from the new environment, learn from the people surrounded, learn from whomever that you can accept to acknowledge such as the attitude, the considering and whatever the best method for the improvement. Let try to learn both possibility and negatively of the meaning of life and make the judgment which what you are dealing with those consequences. Make sure that learning is about to consider with a right things and navigate a target via the right direction where the plan was structured. People are demanding to up grade in fulfilling their need and want in order to compensate some feedback from the life entertainment to live and an enthusiastic. When a new generation of the 21st technology begins, people are creating a smart technology, they are created things to provide people facility in use how to learn perfectly and how to discover the way for chasing lifestyle. It has also provided news methodology to be launched where people can understand a meaning of life, live, learns, and leave a legacy.

People characteristics can be just to be changed any time as far as they could. They can just try to be the one who could understand the situation facing lots of problem coincident in order to create life awareness by living with happily and after ever. As a result, to recall it is just take a look in the pass that actually done during the period of teenagers environment such as in a time at a high school, a college, the university or the other places as an example to be judged. Shall you try to imagine that when you were in the same age as they were the above mentioned. They keep a heritage special souvenir for as memories; they were leaved the trust of collections. They leave a meaning of life of the present day linked to the future by keeping the relationship for its sustainability. This is all they are trying to get involve in a meaning of life while a life is always just a meaning.

Basically I am talking about feeling. . [ ! ] Can you just be able to define the meaning of your own feeling if it is concerning whom/things you are referred to, and be questioned yourself why the feeling aways comes around mines and goes beyond though!

Some of the time I always asked my feeling in term of Why & How are the main word for me to be considered in having much sensitive for a question mark!! The answer for this question is still in a secret on me. But it is not actually happenning somehow? I just mean about "thinking and feel what and how I am used to be the one got experiences. [I can not write those experiences rather than keep telling when I'm alone]

Well.. people really do not understand the way they admitted for the confrontation with the one they love. For example, what if you have been fall in love with someone [it was now deep in your mine], why don't you just tell either by telophone communication or seeking special moment with a comfortable place and start to confest about your feeling on her/him.

Are you prepare to get the result in Yes & No either "I need time to think and watch on you" ha ha.. It is simple and simple answer right?. I don't think so, I am surely know that everyone are the same status of nature whereas what the different is 'the emotion, feeling and heart'- Is it a visible to see and define? [why didn't you ask yourself to say you are now falling on her/him, why don't you just go deeply into heart and question about why it already felt onto this game! Because?

Jayavarman VII (1125 - 1215) was a king of the Khmer Empire (c.1181-1215) in present day Cambodia. He was the son of Dharanindravarman II (r. 1150-1160) and his wife Sri Jayarajacudamani. He married Jayarajadevi and that after her death, he then married her sister Indradevi. The two women are commonly thought to have been a great inspiration to him, particularly in his unusual devotion to Buddhism. Only one previous Khmer king had been a Buddhist.

It completely few days stress came up with new assignment to do. OH MY!!!! Why times running so fast as it seem be given myself some kind of plenty of work to do at the same time as it familiar to putting under pressure that I do not have enough chassing time going through my own post. But I didn't know how to write in Khmer Unicode as BGang B1 told me to visit via his blog's commments which are contained few posts of Khmer Unicode. they said Limon Style FK1 and FK2 was such an old version and I still can use this how to write even my working place. Tell you dude, I totally understand a bit meaning of your Khmer post as it is not so comfortable to read its texts due to some part of it are mixed or missed place. I did install the Khmer Unicode version 2.0 but I am wondering if it shall have other alternatives to install better of Khmer Unicode so that I can use and read properly!!!!

Feeling sad for the lost of my second personal phone contact since it was already been a perfect use for me so far.

1. White O2 Xda xphone IIm lost since I had attended the workshop at Le Royal Hotel "During coffee break, I was going to the bathroom washed my hand and I left the phone nearby, forgetably leave it alone about 5 minutes since I arrive back, someone already been taken. A minutes just left and come back, none of the signal alert while I made a call. 2. my personal phone used Sony Ericsson k850i which one I really like it and was useful to make a snap shot in capturing good position photo within 5.0 megapicxel. It was yesterday be at the Sihanouk Ville. Around 9.30 pm went down to get a meal at restau "forgot the name" but this premises is located in front of the Golden Sand Hotel. After the bill, even I did not know myself that I left my phone again on the table, immediately to rush back but no one know where it was.. you know I am so sure one of this waiters has taken it. But no one commit! Of course they never ever commit just they are a thief.

I have none of an idea why some kind of people in this planet having no brand to think or they were just pretended to be a thief took what things that was not belong to themself. Some of them considered as an uneducated people who never understand and ever! They will not ever give themself a value for being

The day during in Jakarta

I start to write what I have met and done during the length of stay in Jakarta – Indonesia for a meeting purpose. On 24 July 2008, I was tripped to Jakarta by Malaysian airline. We are recognized brand as “MH is Malaysian Hospitality”. First willing to choose one flight to one way direction to Jakarta without any transit in case for wasting time waiting, but the only concerned problem was the cost of the ticket were a little bit unaffordable so that the budget shall arrange only to fit with the trip and the length of stay with sufficient of the budget line that was provided by my own boss. In the day before scheduled on 24 July 2008, he gave me only 3 millions Riel which calculated equal in 721.31 USD. The amount of price I have deal with only a flight ticket plus reservation hotel. You know why “the ticket of one way direct to Jakarta cost 791 USD which is much more expensive than an actual budget holding on hand. Fortunately, having related flight schedule to Jakarta by MH 762 promotion which with having two way transit. It is means that I took a flight from Phnom Penh to be waited at Kular Lumpur for two and a half hours so that another one hour and twenty five minutes travelling from Kular Lumpur to Jakarta. I remembered that while it took off the flight, I was so tired and gotten sick on my ears since its air temperature pressure!

Just to remind a moment during I wait before transit to Jakarta. I sit on an armchair with using my personal PC connected with free Wi Fi at KLIA premises “Kular Lumpur International Airport” in chatting with few of friends in Cambodia while local time was 5:10 pm. More than surprising was that I was sitting and playing with program Yahoo messenger sending an SMS with buddies, there was one elderly woman age around 70 came to ask me if I can do her a favor by telling both marriage couple on the right side of my sit in notifying some advices. In fact, they were the same nationality as mine which is Cambodian people. They came for the first time trip to Melborn – Australia for living guaranteed by their daughter who had officially permission taken the parents under her control and responsibility. Elderly woman who is Australian nationality told me that “tell them to protect their health while landing to Melborn since the temperature outside would be around 14-16 C while would be force them having sick by its temperature change every single minutes mostly the raining cause infecting to get easily a snooze “Cold”. I could call that elderly woman just like grandma by considered an action she has been made with gentle of kindly. At the same time I was having lots of time to chat with them, explain them some kind of the departure gate way since they were suppose to be the first travelling before ready to get on board in an two hours more. Not for such a long, I have to say good bye to them instead before time was up to my flight since we were having flight different destination. You know! I was ready to go on Gate G02 with 20:45 minutes with flight MH 727 to Jakarta.

Lately evening: It was a little bit different between KL and JKT airport. You know that, I have to go first to the immigration Office for preparing 7 days Visa which cost 10 bucks. I noticed that it was crowd of people and traffic even local time at 10:00 o’clock.

So tiered since the arrival at 11:30 PM local time in Phnom Penh different for 1 hour time with a taxi driver it was because his car clock dead. In fact, Jakarta has the same hour with Phnom Penh but it still one hour different time with Malaysia. It was a bit pity for me having less financial trip for this meeting purpose. From the airport to the Batavia Hotel around 22 km spending his taxi fee cost Rp. 180,000 “appr. 20 bucks”, In an hour during a taxi drive me off to the Batavia Hotel, securities guard focus every surrounded car as such opening cap, doors, snap a mirror under the car to make sure there is nothing following with booms. It was protected by safe securities in recently situation in Indonesia against terrorism. It is not also the Batavia Hotel check for safe security before drive into the Hotel premises but every hotel and part of necessary premises in Jakarta.

Time to relax while check in with booked and already paid by AsiaBeds* (*AsisBeds: company partner link with PTM travel agency in Phnom Penh, they arrange the hotel and paid for me by Visa card) at Room #553 totally cost a night in 80 bucks.
25 July 2008: ARBC Meeting – 10:00 AM to 12:30PM

It is remarked that they said Hotel booked at Batavia proximately drive around 1 km to the Rizt Carlton Hotel but in fact it was nearly 10 km. I was really disappoint with PTM travel Agency. Because I have to spend Rp 40,000 “4.4 bucks” from Batavia to the Rizt Carlton. For that meeting was having a good feedback with our Rubber Association members from different countries chaired by KAPKINDO “Indonesia Rubber Association” I was only feeling uncomfortable for not having expressed any comments for this formal meeting mostly with topic “DATA Input” obligate shall provided by respective members. Meeting was also provided a lunch time so that I could save more money to hang out in walking and shopping mal.

It is nearly 5 hours shopping go up and down for waiting time before KAPKINDO Annual Dinner. I tell you, I do not feel comfortable with too much of people. If they let me stay in a week or a month without do anything besides shopping around, I would be nervous and stress. Look at everyone snap shot walking.

I was surprised that they called me in Indonesia language. They said I was an Indonesian people since the arrival at Jakarta. First guy at the immigration office said I look like folk in here. Second I took a taxi to the hotel, he said my face same with Indonesia people. Third while I was arrival to the Batavia Hotel, the reservation staff at the front office said am also Indonesia guy, while I took an elevator with someone accompany me, he also said I am Indonesian people….also when I arrived to the Rizt Carlton Hotel, open the door man said “I look like their people while face same like us” During the shopping mal, they talk with me in Indonesia language without any understanding at all. I look at my right and left side, there were lots of couple sitting and chatting in their language. Most people like to smoke I even can not stand on my noise to absorb those smoking cigarette “What the hell no prohibit in Smoking at public area esp. at the restaurant. This is the restaurant serving foods.

Well well well, time is up at 5:45 I have to go now finding taxi from this Carefour and Ambassador Apartment to the Rizt Carlton to have dinner. “It is a damn too smell of smocking cigarette now”

I got a mission trip to Cho ram province 'called ksach kandal' since this weekend 6 July 08 where most poeple actively during the election compaign. Today I do not have much feeling concentrate to work hard, it seems I got a little stuck in mind which was not yet completely released. It was about yesterday action i did (I tell you, you didn't care about what I did but just to know that I was an talkative guy at the moment and made buddy mad.."hik hik" ...u konw what! I do really want to release its feeling from getting stress but I couldn't control and get the hell of my error brain somehow cuz it doesn't quick respond to me. It must be something has been put an obstacle on it, though. And I do need some help now. I need some more consultation. I need someone who I can talk to and make sure that the consultant must be the right person I direct to. So is there expert to assist on its stress? I don't care what the hell heppen next!

Do you believe that money could make you almost become a crazy person? (Suppose you hold money on hand to spend for a week on 10 000 bucks) What will you make a deal? By using money in which a wrong direction could be able to broke your relationship as such a friendship even the relative itself. Sometime they never asks where the money sources, because they can earn easily and they just only to know that the money is neccessary to build them a shelter, foods and entertainments. Although, they do not also care how to deal with money on a right or wrong way. Why not! just to spend and spend... Is there any problem for this matter? by it mean at once you'll be heard that 'none of your biz'. I can give you an example in one situation linked between the relative whom getting envolve in a land investment. They've bought a land on the same areas where the boundery was measured completely correct. But as soon as everything changed, the other side had decided to release the half of project, it is mean that the player has to be sold on part of this investment. So what suppose to have an argument inside this relationship? Whether there were disagreement on the balance of the money? or it was just about the commissions conflit only a few hundred bucks... why it seems to be the trouble in the trend of money problem or just only they wish to have a money without considere its relative. Hmm they don't care whatever trouble happens with them. pity! It is only one cause of the million root of money trouble, though!

The first impression of my strong emotion toward career challenged with the new opportunity open was your name appeared on a short list for the interview. The first phase for the recruitment process is on going. On 25 April 2008 I was recieved a telephone called from Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC) informed that I was one of four priorities candidates to attend the interview regarding to the position in charge of the EU & North American Aid Coordination Department.

I was shocked to here that I am available to make an interview in a high ranking level for the position challenging in term of the competitive career. On Monday 31 April 2008 at 9:00 Dr. Rith Vuthy, Program Director, called for a second outstanding of my personal interview in his office. It sounds like I have already been hiered from this project CRDB/CDC. But franckly, I shall wait an official announcement that I will be able to be in charged within this position. Not so long the day after tomorrow, someone officially notify to me that I pass both writing and interview exam. It was incredible for my effort in seeking career.

Finally, I started work at CRDB/CDC on Wednesday 02 May 2008 - First phase I got the Term of Reference (TOR) to understand for my duties and its responsibilties. In fact, within the work that I need to deal with shall related to the one active project name as Natural Resource Management and Livelihoods Programmes (NRMLP). Which is mean "CRDB/CDC Facilitation and coordination of the (NRMLP) I suppose to work for.

As we are aware that, as part of the July 2006 agreement between the Royal Government of Cambodia (RGC) and Denmark to establish the Natural Resource Management and Livelihoods Programme (NRMLP), CRDC/CDC has been identified as the RGC coordinating agency for the NRML Programme. The Programme wil be managed through a Multi-Donor Livelihoods Facility (MDLF). CRDB/CDC will facilitate and coordinate Royal Government of Cambodia (RGC) assistance and will liaise with the MDLF team to ensure the successful implementation of the Programme.

Specific CRDB/CDC responsibilities fall under four broad headings:

High Level Consultations
Joint Annual Programme Review
Component Support

In addition, CRDB/CDC will take responsibility for the closure of the Danida NRML Programme.

COMMERCIAL STUDY TOUR TO EUROPE

I was supposed to work for this assignment only regarding to the high ranking people from differents premises such as CHUP / SNUOL / PEAM CHEANG Rubber Plantations. Last month, after the officially informed from PRCC/AFD support in order to encourage having possibly lauch the threnthening ARDC network toward international level. There shall organize the Commercial Tour to Europe in term of Cambodian Rubber to be advertised. As I have been involved with the 1st pilot test of SNUOL rubber sold to SOGESCOL (Belgique broker) successfully. The 2nd demanding from others European countries seeked for the availability of Cambodian Rubber whether there shall have the potential supplier would be able to be provided for this kind of matters. There was only one guy who considered as an active key person to get involve in preparing the connection between the brokers and the domestic supplier as per emailing and networking.

NB: PRCC Project together with the financial support from AFD will orgainze the Commercial Study Tour to Europe for meeting with international traders held on 18 - 24 May 2008. See that, I was very happy to hear that I am seleted to be part of one of ARDC delegated to attaind this Commercial Study Tour. Herewith the below is considered as an official. However I have many more tasks to be implemented. And the raise will be cooperated with key other person from Snuol plantations and my boss itself. Eventhough, it would be able to follow up the scope of everyday activities.

As I am well awere that before 14 Feb 2008 (you've known that day!), the special day mostly for younger couple were having roses exchanged. Mind I don't care what days it was. Within this group was considered who has been recieved roses. Wait...lol.....Okey there were no whom has been recieved roses even rose from special....because we are a roses seller! On the left side noted was bro.2 he was smart to attract guys in buying roses. Hekhek....whereas the right hand side named Sothea who's the assistant to the manager on roses' seller.. :D ... It spends nearly a month that the contact never been reached due to nothing impossible in action shall be made between stupid kid and the 25 year of gentle type of person. Somehow, I didn't know what was going on between stupid kid and me. I do really like to know the right now. Since, I said keeping a few time for a while for reviewing the lesson before the "Royal School of Administration's Examination. Long term goal of mine have been scheduled such complicated at the moment because of every flexibility stuff was proceeded at the same time.
Every promise I keep in mine, every action of sound I just keep on my everyday ear. Sometime thy whiper me through my senses toward my brand and saying that I was missing a stupid kid who always on a chat on phone, stories talked on a phone, .

7th MEETING OF THE ECONOMICS & STATISTICS COMMITTEE

I – Introduction

The 06th of December – 8:00 AM, ARDC’s delegates were participated to the ARBC Meeting for the 7th Meeting of the Economics & Statistics Committee taken place in the premise of the Sheraton Saigon Hotel - Vietnam. Prior to the ARBC Meeting, the President of ARDC together with Secretary General of ARDC were sincerely deliver apologized by inconvenience present to the meeting due to there were an important Assembly Meeting at the CHUP Rubber Plantation, Kampong Cham Province. It was also at the mean time for the Cambodian People Party’s campaign in action. Therefore, the meeting has final brought delegations names as per following persons:

III - Definition of the 7th Meeting of the Economics & Statistics Committee

A. The issue of Terminal Handling Charges (THC):

The Secretary General of ARBC has commented on the issue of Terminal Handling Charges (THC) while business transaction problem occurred toward the members of ARBC. It decided:

- That the TRA to pursue the THC issue with the Thailand Chamber of Commerce and the Thailand Shippers Council;
- That TRA members adopt a united stand and follow the common trade practice of the ARBC members to resolves this issue;
- That the Secretariat would circulate to all member Associations of the ARBC to specify in their term of FOB contracts as following

“Terminal Handling Charges (THC), at port of loading, if any, are to be for buyers’ account”

B. 4th Draft Revision of the IRA International Contracts for TSR and Latex in Drums:

The previous IRA meeting in Bangkok held on 13th May 2007 and the revision meeting on Technical Sub-Committee on Contract Anomalies held on 2nd November 2007 at Penang Hotel in Malaysia regarding to Contract of Arbitration. Board of ARBC has proposed to eliminate a word (Joint Panel[1]) and to include Bangkok as centre of arbitration. Board of the Meeting has also considered in following proposals if:

- Members agree to replace “Rubber Research Centre – Hat Yai, South Thailand” with “Rubber Research Institute of Thailand – Bangkok, Thailand”;
- Members agree to replace “Malaysian Rubber Producers’ Research Association” with “Tun Abdul Razak Research Centre”;
- Members agree to include Rubber Research Institute of Indonesia, Bogor as an additional regional laboratory.

For the decision regarding to the replacement of Rubber Research Center – Hat Yai, the proposed members of ARBC is to consider the Round Robin Test in Malaysia as a central based. But nevertheless, most members prefer to keep Hat Yai for instance, until once the Round Robin Test in Malaysia found fully equipped or standardized in accordance with the norm. The Board of ARBC will be considered the replacement of Rubber Research Center from Hat Yai to the Malaysian Research Center together with the proposed in establishing the international contract for TSR and Latex in Drums.

C. Under the terms of an FOB Contracts

Mr. HGUYEN Thanh Duoc, Import-Export Manager at DAU TIENG RUBBR CORPORATION has brief the presentation concerning to the FOB applicable during the commercial trade practice recently with the International buyers. On the side of Vietnam Rubber Association (VRA), has informed that they had advised their exporters to consider using FCA (Free Carrier) instead of FOB should the shipping lines charges THC on the sellers. For this case, under the FCA shipping term, the exporters need to deliver the rubber to a named place e.g container yard and all risks and obligations by the seller would end at the named container yard. It has put the definition of FOB in INCOTERMS 2000 to be considered in applying within the future trade with the International traders.

D. Proposal to Establish an Inter-agency Statistics Coordinating Committee (SCC)

According to the reference letter ARBC/001/(03)/07 on 1 August 2007 of the ASEAN Rubber Business Council[2]; the reference letter No. K/7/1-2(27) on 29th August 2007 of the Association of Natural Rubber Producing Countries[3]; the reference letter IRCo/2007/123 on 3 September 2007 of International Rubber Consortium Limited[4]; the reference letter 0754/kpi-2/10/2007 on 3 October 2007 of the Ministry of Trade of the Republic of Indonesia Directorate General International Trade Cooperation for the establishment of an Inter-agency Statistics Coordinating Committee (SCC) on the purpose to seek the figure of the market sentiment as well as for an accurate statistics to all members shall be able to provide as necessary.

The board has comment if members would ready to prepare a small session for an exchange the response between members to members. The meeting shall prepare as “a small Assembly Meeting” for an objective to get a right feedback on its figures. Therefore, members of ARBC shall put this topic into the key essential factor for the considering.

Prior to this, there was no any much comment from ARBC’s members. Therefore, the board meeting would consider for this proposal to establish an Inter-agency Statistics Coordinating Committee (SCC).

E. Data Input – Market Outlook

The Data Input priority based on the NR Statistics, FOB Prices for TSR 20 and market outlook surrounded to members of ARBC involvement. (see Appendix1 of ARBC)

IV – Any Other Matters

A. Proposal letter on the formation of China Rubber Trade Commission (CRTC)

During the discussion with the members of ARBC, whether every members of ARBC be able to consider the request of Mr. Zhou Xueqiang, Chirman of Chian Xinyi Group of Light Company and Protem Committee Chairman of CCIC for ARBC to endorse the letter of support for the formation of China Rubber Trade Commission also its possibly able to be a member of ARBC.

MRE/FRTAM has remarked that the CRTC is the private player company not pays a role within the Government involvement. CRTC shall be a key player to be involved with the government itself. Thus, it comes up a bit difficult to its formation. At least, it has to make sure whether the CRTC operation playing with an appropriate business for the final consideration from the board of ARBC. It would be pleased if the board of ARBC prepare an officially letter to CRTC without any silent so that on a purpose to notify them that we are ARBC members were trying to consider for this proposal. Nevertheless, we possibly be invited the priority key person from CRTC toward the next ARBC Assembly Meeting.

Therefore, the board of ARBC has draw up for its diplomatically writing an official letter to China, that we have now is processing to consider whether CRTC could be able to become ARBC’s members in the future.

B. Invitation to Endorse the ASEAN Rubber Conference 2008

The ASEAN Rubber Conference 2008 will be organize in the Philippines from 5 – 7 June 2008 hosted by Nextview Sdn Bhd. The purpose for this meeting today is that the Nextview has invited ARBC to support the conference as an endorser. The benefits ARBC will receive as endorsers are:

1. ARBC logo to be included in all event marketing collaterals
2. Logo to be displayed in all event venue signage
3. Provide 6 tables to ARBC members to attend the ARC 2008 Gala Dinner on 6 June 2008 at Sofitel Philippine, Plaza, Manila, Republic of the Philippines
4. Host ARBC committee meeting by providing one meeting room for 50 pax with one coffee break
5. Discounted conference passes for members to attend ARC 2008

Members of ARBC has comment if the Nextview shall invite toward the each of the members of ARBC rather than ARBC supporting as an endorser. The Nextview would be able to invite ARBC also in order to attend as a key play toward ARC 2008.

VIETNAM RUBBER ASSOCIATION (VRA) ANNUAL DINNER 2007

To recall back since 27th September 2007 regarding to the previous Annual Dinner had organized by the Association for Rubber Development of Cambodia (ARDC) which in the premise of the Sofitel Phokethra Royal Angkor – Siem Reap.

On the 7th December 2007, a friendship annual dinner 2007 hosted by Vietnam Rubber Association which taken place in Sheraton Saigon Hotel – Vietnam. Delegates from everywhere related to the rubber sector; business traders; international buyers, members from the ARBC approximately around 400 delegates was expected for the attending this event. While on the other hand, our Cambodia delegates were warmly welcome from VRA with the following names:

Those priority resources shall have their limited, only just at the moment in term of billions US dollars Investment put on it benefit sector. Once they found nothing toward gasolines and gas under ground was empty, what should be the key solution to proceed every machineries...."H2O + hydrogene = power?; wind electricity; sun or natural resources as such sugar cane, sugar beet, corn or jetropha curcas...etc? ARDC's Annual Dinner in Siem Reap

Every two years, an Annual Dinner was being celebrated related to the rubber sector. Member countries which is getting involved in the rubber business as well as an associations shall be able to be the host. Last year, the Annual Dinner was taken place at Jarkata but this year, the Association for Rubber Development of Cambodia is the host for 5 times to be held on the 28th September 2007 at Sofitel Phokheetra Royal Angkor - Siem Reap.

Meet with Taiwan Rubber Association

Today is about a Trade Meeting with Taiwan Rubber Association held on the 21st September 2007. There is around 30 Taiwans delegates from different kind of institutions, association and companies in order to be invested in Rubber business in Cambodia. Most of Taiwan investors are really will to buy the Cambodia rubber in a huge quantities. Most of them like to negotiate toward MOU in term of business not in political mention. In the mean time, the Phnom Penh Chamber of Commerce is the host for this meeting within Co-organizer with the Association for Rubber Development of Cambodia (ARDC).

During a dialogue meeting, of course it was realy opportunity for me to have chane in presenting the history of Association for Rubber Development of Cambodia (ARDC) toward all participants in this meeting. I considered as the first time of my talk to public cuz I never did this great talk for this by the previous time beside during the case study in the University and team work in colleages etc. I know myself that it was not perfectly for that moment concerning the presentation. Anyway, there is a director general from Cambodian Chamber of Commerce to gether with the president of ARDC HE. MAK Kim Hong (His is also known as the Director General for CHUP Rubber Plantation as well as the observer HE. LY Phalla, director of DGPH. was highly the best of Cambodian Counterpart. The meeting is about half day. See that, it is not my first job but it is my first job to get involve in real activities in this Association and much more task to be implemented.

Former King Requests Meeting With UN Tribunal Officials

Former king Norodom Sihanouk has issued a request to UN members of the Khmer Rouge tribunal to meet with him, as proceedings for trials of former leaders of the regime ramps up. The monarch aligned himself with the Khmer Rouge following his ouster by a US-supported coup in 1970.
A small advocacy group last week called for his constitutional immunity to be revoked as the tribunal proceeds.
Tribunal spokesman Reach Sambath said Thursday the UN tribunal office had received the former king's request, but declined to comment further.
The request was to meet with UN spokesman Peter Foster and others.
According to his Web site, the former king requested the officials meet him at the Royal Palace in Phnom Penh on Sept. 8. If the UN tribunal officials do not meet him on Sept. 8 between 8 am and noon, the former king wrote, he would not see, talk to or correspond with them "any more."

Suprised that I have recieved phone call from my former Project Management Advisor at PRCC Project confirmed that I was appointed to work as Executive Secretary from Association for Rubber Development of Cambodia (ARDC) within a permanant staff as concern. The activities I have to be implemented as referring to the TOR that prepared together with my ex-boss since last week.

You know that, since the internal recruitment in preparing the official letter need to be signed from Secretary General from ARDC has been bottlenecked a month. So, this time consider as my good feedback to receive this hot information this morning. Therefore, I will begin my work from September 3, 2007 - :-) Times let just begine......

See that September 3, 2007 is the examination day from the Ministry of Labor and Vocatinal trainning to be positioned as civil servant. Well then, I might be able to organize my time by then. Have a nice day to me!!!!@

Fortunately, recently received the postpone date of the examination to 14 September 2007, so that I can deal with my time organizing.

Government and World Bank Sign Grant Agreements for Three Development Projects Totaling US$70 million

Phnom Penh, August 14, 2007 —

The Royal Government of Cambodia and the World Bank today signed grant agreements for three projects totaling US$70 million that have been approved recently by the World Bank Board of Executive Directors. The three projects are: the Greater Mekong Sub-region (GMS) Power Trade Project, the Poverty Reduction and Growth Operation (PRGO), and Additional Financing for the Rural Investment and Local Governance Project (RILGP-AF). These projects will support Cambodia’s reform efforts and aim to provide goods and services that will help to accelerate growth and reduce poverty in Cambodia.

The GMS Power Trade Project, a grant of US$18.5 million to the Kingdom of Cambodia, will help enhance regional power trade within the Greater Mekong Sub-Region and bring more affordable grid-based electricity to Cambodia by financing the construction of cross-border transmission lines to neighboring Lao PDR and Vietnam. Along with transmission links under construction with Vietnam through the IDA-funded Rural Electrification Project, the new funding will further expand power trade, enabling Cambodia to import electricity and bring down the cost to between 10-15 cents per kWh for consumers. The project is expected to be completed by August 2011.

The Poverty Reduction and Growth Operation, a grant of US$15 million to the Kingdom of Cambodia, is the first of three operations that focus on support to the “good governance” reform program laid out in the Government’s National Strategic Development Plan (NSDP), 2006-2010. The PRGO will provide budgetary support for the implementation of the NSDP. The NSDP outlines the development strategy and priorities that will help Cambodia achieve its Millennium Development Goals. In supporting this, the PRGO focuses on three core areas: private sector development, public financial management, and natural resources management. Discussions with other development partners on co-financing the PRGO are at an advanced stage—the European Commission and the Japanese Bank for International Cooperation (JBIC) are also considering financial support of the operation, as are the UK’s Department for International Development and the Canadian International Development Agency.

The Additional Financing for RILGP, a grant of US$36.25 million to the Kingdom of Cambodia, aims to expand the project support from the current 15 to 23 provinces and cities, provide continuing financing for an additional three years from 2007 – 2009 to the intergovernmental fiscal transfer, the Commune/Sangkat Fund, and facilitate an accelerated increase in the amount of the overall intergovernmental fiscal transfer and related commune allocations. This provides additional financing for the Rural Investment and Local Governance Project (RILGP), as a supplement to the original RILGP which provided US$22 million during 2003 - 2007.

I left ABD liabrary toward French liabrary center which the most frequently named to call CCF's bib.. and I was wondering to see a guy lay down on the corner street 63. It seems he's phycho..so pity. I guess he just wanna end his life, he might have some kind of his own troubles which it couldn't never been absolute sold. See that, it's serious consequences by crowd of cars passed cross carefully on him.

You can imagine that whether there would be a drunk driver crossing over there without any notice the man sleep on the street! It's gonna have bloods on it. Therefore, not for long the trafic's police was rescured from his death.

Fortunately he was alive..but how about the other days coming next?

Prime Minister Hun Sen has said that the commercial viability of Cambodia’s offshore oil deposits remain uncertain, “Oil under the sea is still a dream. It is better to think of how to keep the current economy growing,” he said in a speech broadcast on national radio. “Whether it will be a curse or a blessing, in fact it is still under the seabed, and it is unknown how much [oil] there is.”

He also said he is fed up with critics who claim that the government will siphon off a majority of oil revenues. “We are not so stupid to suffer the so-called oil curse,” he said a university graduation ceremony, adding that oil revenues will be put back into the national budget.

Chevron discovered oil in 2005, 145km off the Cambodian coast. The company found oil in four wells in an area called Block A, but Chevron recently announced that technical challenges needed to be addressed before it moved to develop the block. The company completed a preliminary analysis of the results of its second drilling campaign on the block and released a downbeat assessment, even though it confirmed the presence of hydrocarbons.

“The oil and gas in the reservoir is unique for the Gulf of Thailand, in that the hydrocarbons are dispersed rather that located in one core field” Chevron said in a statement.

The Company said a third drilling campaign was being considered for late 2008-2009. Chevron operates the block with a 55 percent interest, while Mitsui Oil Exploration holds a 30 percent stake and South Korea’s GS Caltex a 15 percent stake.

Cambodia imports more than one million tons of refined oil products annually, mostly from Thailand, Vietnam and Singapore.

More hope may come from Block D where China Petrotech Holdings Limited completed a 3 seismic survey earlier in 2007, leading to estimates of recoverable reserves of 227 million barrels of crude and 496 billion cubic feet of natural gas.

An historic opportunity to achieve shared prosperity and secure long-term stability
By Douglas Gardner, United Nations Resident Coordinator and UNDP Resident Representative

The likelihood of significant oil and gas revenues being generated off the coast of Cambodia beginning sometime in 2010 presents a truly unique opportunity to secure the country’s long term growth, substantially reduce poverty, increase equity, and consolidate the country’s hared won stability. This opportunity is unique for several reasons.

First, because the oil and gas are offshore, no private land owner or group of land owners can claim to own it. As an offshore natural resource in Cambodia waters, it truly belongs to all Cambodian people.

Second, offshore oil and gas are newly discovered and relatively uncomplicated by recent history. As such, this oil and gas offers considerable flexibility and freedom for the Royal Government to improve the well being of the vast majority of the people.

Thirst, early indications are that the offshore oil and gas fields are likely to yield significant financial revenues for the government, sufficient to substantially improve access to quality health and education, fuel rapid progress towards the Cambodian Millennium Development Goals, help secure the economy’s long-term growth, and consolidate the country’s long-term stability.

How much oil is there?

The amount of commercial reserves I still to be confirmed, but preliminary evidence is promising. The amount of offshore commercial reserves in Block A are currently being assessed by Chevron. Solid estimates should become available around mid-year 2007. Very preliminary and tentative figures released last year suggested as much as 700 million barrels of oil in Block A alone.

At world oil prices averaging US$ 60 per barrel, this level of commercial reserves could annually generate net new revenues to the government budget in the order of US$1.7 billion. This latter amount represents some three times current ODA levels; nearly three times current budget revenues,; and more that 50 percent of merchandise export revenues.

But even under more cautious price and reserve assumptions with only half of such revenues generated, this would still leave some US$0.85 billion to be disbursed annually into the government’s general budgetary process. This in turn would contribute to a doubling of current budget revenues and expenditures, and allow for a near quadrupling of current expenditures on health and education, while still enabling significant growth in all other budget lines.

Blessing or Curse?

While expected oil and gas revenues present perhaps the single biggest emerging opportunity facing Cambodia, socio-economic research supported by UNDP in collaboration with SNEC and CNPA during 2005-2006 also strongly suggests that it may be the single biggest threat to the country’s well-being and long term stability.

These conclusions are also strongly reinforced by experiences in many other low income developing countries over the past forty years. More oil, gas and mineral rich developing countries than not have been negatively impacted by oil, gas and mineral revenues booms, and some even destabilized.

In general, available research indicates that long term growth rates of oil and mineral rich developing countries have been 30 to 50 percent lower than growth rates for oil and mineral poor developing countries. Moreover, mineral rich countries have underperformed mineral poor developing countries on a variety of other economic, social and political indicators.

Global Experience on the Resource Curse

A review of experiences by developing countries plagued by a resource curse over the past forty years reveals some of the main warning signs leading up to serious resou8rce curse outcomes.
These include a sudden surge of foreign currency revenues generated from the extraction of non-renewable natural resources combined with:

- lack of financial transparency;
- weak financial governance;
- fragmented and porous public finance systems;
- weak and narrow tax base;
- strong evidence of significant corruption;
- a predatory state where officials maximize personal gains
- through misuse of public office;
- weak macro-economic management resulting in “Dutch Disease”;
- significant borrowing against oil reserves;

Ingredients to a Blessing

The minority of oil/gas/mineral rich countries that achieved an oil blessing also share common features. These include an expected surge of oil revenues generated form extraction of non-renewable natural resources combined with:

- advance planning to effectively govern, manage and invest the resulting financial flows;
- a high degree of transparency;
- a high degree of participation and meaning decision making by the parliament or national assembly;
- well developed and effective public sector institutions;
- relatively low corruption with a functioning legal and judicial system;
- a healthy civil society;
- effective macroeconomic management capacity;
- aversion to debt accumulation;
- effective management and investment of the revenues to avoid over-evaluation of the exchange rate and promote economic diversification.;
- a rate of investment expenditure that ensures inter-temporal efficiency and equity within the capacity limits of the state and absorption capacity of the country (typically back stopped by a well-designed and transparent natural resource fund).

Outlook Cambodia?

Clearly achieving an oil blessing for Cambodia will not be automatic. Fortunately international experience provides valuable guidance.

Equally fortunate, Cambodia’s constitution provides an effective road map towards achieving an oil blessing. The constitution instructs that a ‘precise plan’ be devised by the state for managing such resources as oil and gas, and that such a plan be decided upon by the people through their voice in the National Assembly, Senate, Royal Government and Judiciary.

Such advance planning and broad participation of the people in the decision making process has proven to be an important ingredient to oil blessings in some of the more successful oil exporting countries.

Moreover, given the current institutional and development context of Cambodia, international experience would suggest that a number of important policy, legal and institutional safeguards will need to be put in place well in advance of oil revenues flows to ensure that Cambodia avoids an oil curse and enjoys an oil blessings.

On the policy front, there is a need for clearly defined policy on how potentially substantial future oil and gas revenues will be governed and managed; transparent policies on how oil and gas concessions should be allocated to maximize benefits to the country as a whole; transparency on the various types and amounts of financial payments and financial flows generated by oil and gas licensing, exploration, development and extraction; and more generally, clear policies on the degree of transparency in the sector as a whole.

Offshore oil and gas are the patrimony of all the people of Cambodia, so better informing and broadening the public debate on future use of oil and gas revenues would appear essential.

In order to miximise both efficiency and benefits accruing to the country as a whole, the allocation of oil and gas concessions to foreign companies would best be done through a competitive bidding process. While in order to better inform public debate, the broad term of Production Sharing Contracts outlining the various production sharing arrangements and various types of financial flows to the country should be made easily available to the general public (eg. gazetted or posted on a public website) to better inform public debate, related planning and effective decision making.

On the legal front, there is a need for a well designed petroleum law to govern the sector within the broader legal and institutional context of Cambodia based on a rational division of responsibilities within the state and between the state and the non-state sectors. There is also a need to ensure legal clarity and coherence with other laws (eg. on taxation, environment, etc.)
On the institutional front, given the current stage of institutional development in Cambodia, there is a strong case to be made for putting in place a well-designed and transparent petroleum fund to minimize the risk of Dutch Disease and other resource curse outcomes.

As is done in the most successful countries that have avoided the curse, financial flows generated by oil and gas could first be deposited in such a well designed transparent fund before being disbursed to and through the government budget process to finance planned investments within NSDP. Revenues from the fund to the budget would be disbursed at a rate that would enable efficient and effective investments within the limits of the country’s still developing institutional and absorption capacities.

Such a petroleum fund based approach would also better help ensure inter-temporal efficiency and equity of related investment expenditures.

In general, a further strengthening of public financial systems and management will clearly be important to avoid a resource curse. The government’s ongoing efforts in Public Financial Management Reform are even more critical in light of the potential for an oil and gas revenues surge beginning in 2010 and beyond.

There is also a need to ensure a rational division of institutional responsibilities and related capacities within the petroleum sector. The capacity of the Cambodian National Petroleum Authority (CNPA) needs strengthening in a wide range of technical areas, and the division of responsibilities with other government bodies may need further definition.

Investing in Shared Prosperity and Long-term Stability: Advancing the CMDGs

Another potential challenge facing Cambodia is how to effectively allocate expenditures through the budgetary process and NSDP so as to minimize the risk of a resource curse and maximize the likelihood of a blessing. Preliminary finding from ongoing UNDP supported research in collaboration with SNEC, CNPA and the Overseas Development Institute (ODI) are illuminating.
These findings generated by quantitative simulations of the Cambodian economy under varying oil and gas scenarios strongly suggest that the most effective way for Cambodia to minimize the risk of Dutch Disease and other resource curse outcomes would be to invest a substantial share of future oil and gas revenues into rural development. Rural investments in human resource development through much improved basic education training, and extension services as well as in rural infrastructure especially rural electrification, roads, and irrigation appear to generate the highest returns. These results are largely due to the existing low capital intensity in most of rural Cambodia.

Such rural based investments in human capital and infrastructure also appear to offer the greatest scope for economic diversification, generating jobs and incomes in the agricultural and manufacturing sectors, and sustaining healthy growth rates over the long-term.

Moreover, quantitative simulations also indicate strong positive impact on equity indicators, thereby, further underpinning long-term social stability.

In sharp contrast, the risks of Dutch Disease, and loss of competitiveness in agriculture, manufacturing, and tourism will rise as increasing shares of future revenues accrue to urban areas. In this scenario, equity indicators deteriorate rapidly boding ill for long-term social stability and human well being. Similarly, this scenario also tends to further exacerbate already high land concentration and related inequalities.

Similarly, early simulations strongly suggest that striking a safe balance between consumption and investment expenditures will also prove critical. Dutch Disease effects increase sharply as increasing shares of new revenues are used for consumption. The impact is especially negative on private sector competitiveness and investment. Imports would also rise to unsustainable levels.

Fortunately, the Government’s Rectangular Strategy and the National Strategic Development Plan (NSDP) both place heavy emphasis on rural development and achieving the Cambodia Millennium Development Goals. Effective implementation of the NSDP will be essential to ensuring that rural investments are sequenced up front.

While the NSDP does not specifically factor in the possibility of substantial oil and gas revenues, the realization of such revenues would allow for an NSDP + scenario fueling raid growth and poverty reduction in rural areas, as well as rapid advancement towards the other Cambodia Millennium Development Goals (CMDGs).

In short, substantial investments funded by future oil and gas revenues in rural people and rural infrastructure, coupled with needed governance reforms, would appear to be the most effective way to avoid a resource curse and ensure that the outlook for Cambodia and its people is truly blessed over the coming decades.

To be a good leader you shall have your own qualification toward success within your decision and commitment. It is not depending on just only your qualification considered as a priority but also there is a lot component which would be able to be reached on one right target set on your own. Once they said you would be able to get the right target by just you can struggling more and more time whereas do nothing it won’t get the results. In real, the results would come up with the negative and positive, we were all known how much it totally spend an effort. Based on the real example in society without its struggle it won’t be sometimes gotten any proper feedback.

Suppose you are on your own decision for what considered as a military rule when you were in a team. You would understand for time being forced you to get familiar to the rule of military actions. In this rule it seems to force your physical to be strong enough to get your objective that need to be done. It is mean that you are being forced to get lots of the real exercise to make yourself strong in physical and moral. You think they would punish your body by whatever consequences of command but the emotion in here seems because you do a good job just before the future active! They are absolutely force your moral and physical to be strong. It is all about to be a good leader in moral condition as well as toward your success.

Although, to make a right decision toward what you should suppose to do or what you thought that it gonna make it right happened. It is simply for you to make a good choice. Do not hesitate to make your own decision or choose whichever kind of things whether it is not perfectly the right feedback. Unless your have committed to do so. More or less your can be just in any case to motivate yourself in making the right decision for the next walks which are considered as your own decision. I don’t think some of this view shall smoothly methods to reach success but at least just small ideas to force your moral and commitment for getting involved to this game. Confidence

People will not follow a leader who does not have confidence in himself. In fact, people are naturally attracted to people who convey confidence. An excellence example can be seen in an incident in Russia during an attempted coup. Army tanks had surrounded the government building housing President Boris Yeltsin and his pro democracy supporters. High-level military leaders had ordered the tank commander to open fire and kill Yeltsin. As the army rolled into position, Yeltsin strode from the building, climbed up on a tank, looked the commander in then eyes, and thanked him for coming over to the side of democracy. Later the commander admitted that they had not intended to go over to his side. Yeltsin had appeared so confident and commanding that the soldiers talked after he left and decided to join him.

Confidence is characteristic of a positive attitude. The greatest achievers and leaders remain confident regardless of circumstances. There’s a wonderful story about baseball great Ty Cobb’s confidence: When Cobb was seventy years old, a reporter asked, “What do you think you’d hit if you were playing these days?” Cobb, a lifetime .367 hitter, said, “About .290, maybe .300.” The reporter said, “That’s because of the travel, the night games, the artificial turf, and all the new pitches like the slider, right?” “No,” and Cobb, “it’s because I’m seventy.” Strong confident leaders recognize and appreciate confidence in others.

Confidence is not simply for show. Confidence empowers. A good leader has the ability to instill within this people confidence in himself. A great leader has the ability to instill within his people confidence in themselves.

Self-discipline

Great leaders always have self-discipline – without exception. Unfortunately, our society seeks instant gratification rather than self-discipline. We want instant breakfast, fast food, movies on demand, and quick cash form ATMs. But success doesn’t come instantly. Neither does the ability to lead. As General Dwight D. Eisenhower said, “There are no victories at bargain prices.”
Because we live in a society of instant gratification, we cannot take for granted that the potential leaders we interview will have self-discipline –that they will be willing to pay the price of great leadership. When it comes to self-discipline, people choose one of two things: the pain of discipline which comes from the easy road and missed opportunities. Each person in life chooses. In adventures in Achievement, E. James Rohn says that the pain of discipline weighs ounces. Regret weighs tons.

There are tow areas of self-discipline we must look for in potential leaders. The first is in the emotions. Effective leaders recognize that their emotional reactions are their own responsibility. A leader who decides not to allow other people’s actions to dictate his reactions experiences an empowering freedom. As the Greek philosopher Epictetus said, “No person is free who is not master of himself.”

The second area concerns time. Every person on the planet is given the same allotment of minutes in a day. But each person’s level of self-discipline dictates how effectively those minutes are used. Discipline people are always growing, always striving for improvement, and they maximize the use of their time. I have found three things that characterize disciplined leaders:

- They have identified specific long- and short-term goals for themselves.
- They have a plan for achieving those goals.
- They have a desire that motivates them to continue working to accomplish those goals.

Progress comes at a price. When you interview a potential leader, determine whether he or she is willing to pay the price. The author of the popular cartoon comic strip Ziggy recognized this when he drew the following scene:

Since departured from PRCC Project early July 07, prior to this month still didn't catch whichever permanant job. It seems that jobs in Cambodia quiet difficult to find. It's not about somtimes to say jobs is hardly to get, it's about open up the opportunity actually to be gotten. Times never let people by just only to stay in place but damn chase it. However, so much time was being free, too much f**king bore! Just like me at the moment lolz..!
